Draw the existing tab with its arrow at 75 percent of baseline.

Parameters:

• painter – active painter on the handle.

• rect – unchanged clickable handle rectangle.

• orientation – splitter orientation (horizontal means a vertical bar).

• towards_start – point left/up when true, right/down otherwise.

• palette – active theme colors.

• hovered – whether to accent the glyph and tab border.

Only the baseline glyph is scaled; the painted tab and the hit target stay put.
